I called the concierge and this time, it was a native English speaker and the conversation was similar to previous conversations I'd had with the concierge in the past. The wait time was maybe 15 minutes. She didn't ask a set of robotic questions but instead we had a normal conversation and she seemed to be looking for restaurants based on a deeper understanding of my question.

I asked her point blank if she worked with Aspire. She says she wasn't allowed to say, but she did pointedly say that SOME American Express services were still contracted to Aspire. I suppose this could mean that they've outsourced SOME of the concierge service to other companies perhaps to deal with the workload, but Aspire is still in the mix, but it's hard to say for sure what it means.
