I believe there are still Amex franchise agencies that can access IAP fares, facilitate pay with points, etc. Their booking fee structure will vary, but it could pay to find a bricks & mortar office that will serve your needs. Agree it is a huge devaluation vs having a team of highly professional agents available by phone, though.

Fine Hotels & Resorts, Plat cruise perks, etc. can be booked by most travel agents nowadays, whether they are Amex-affiliated or not.
