At the gate for SAS flights, the enforcement of this is not common but it happens at ARN gates at times too.
LHR is the only place where at times SAS has made an issue of my cabin baggage at the gate. Actually SK@LHR has been quite different than SK elsewhere in other ways too.
I noticed that too, and they announced their strict hand luggage policy by the gate. They had us gate checked the hand luggage without extra charge (it was really troublesome because we had our laptops inside so we suddenly had to find another bag to put them in).
