Isn’t the bag claim technically in the sterile area. It’s been three years, but I remember that there were different levels and you can take an elevator back up without going through customs. Additionally, in the sterile area there are a few bag checks quite economical and very secure they are manned 24/7

bags are after customs . I doubt you can easily go backwards back to sterile area.
Precovid, I've done Priority pass lounges at changi on arrival for shower & food, before going thru customs and retrieving my bag. Bag was last one left on carousel (about an hour), likely would be collected in left-luggage counter if i was any later
There have been reports precovid of people doing a longer version of this (plane land 1am, access the airside transit hotel for 6 hours, then go thru customs at 7am and retrieve bags from the left-luggage counter
Note that changi has had issues with boarding passes misuse, unsure how long you can actually stay without a valid departure boarding pass (note: I'm not saying that OP is misusing boarding pass - I'm just saying that the lounges/airside hotels are sensitive to this topic and will check for boarding pass, unsure what happens for this scenario when OP can't get a united boarding pass but has proof of itinerary and wants to stay for 24 hours)
