Refundable but high enough fareclass in comparison

I was trying to find an answer and was a little skeptical if the representatives at united will give the right answer right away. I sometimes feel like for some complex questions they just tell you something even if they don't know or not sure to get you off. I usually book at higher fare classes Y, B in economy which are usually high in priority when it comes to upgrades. You pay a bit more upfront. However recently I had to book refundable ticket (which is comparable or higher in value than Y & B fare classes) in economy and it came out as 'H' fare in economy. So here's the question. On a upgrade priority level H is much lower than Y & B. Atleast the way you see in sequence ( YBMEUHQVWSTLKG). If H is equivalent to Y & B it should have been right after Y & B.
What I wanted is a refundable economy ticket that has the same fareclass/priority as Y or B. So how do you get that ? Because if you ask for a refundable ticket , it comes out as H.
