I think that the answer is that this is not so much lower for renewal as, instead, higher for first qualification (to control the "gate"). Remember that before the changes, some years ago, GGL qualification was 5k "or" 3k two years in a row (ie effectively 3k renewal every year). The actual change was not to make renewal any easier than before, that wasn't changed, but simply to exclude those who had 3k two years in a row from entering GGL. Other threshold were not changed (except reduced thresholds for non-UK European residents which were ended and replaced by the standard UK numbers).
