There were multiple posts either here or in the Bluebird thread that Amex was closing inactive BB and Serve accounts for people who had multiple cards.
The original plan by people was to abuse one account until it was closed then activate the dormant account and start over. What people reported was that their inactive account had been proactively closed by Amex.
The primary question is...were you shuttered by Amex in the past? If you were, then the reason you are unable to open a new account is that you are currently banned. If that is the case, join the crowd.
