There are no restrictions as of now. Unless you arrive from a Category 4 country (of which no countries are currently in this list) departing and arriving passengers mix freely within a terminal, and can move freely via Skytrain between terminals 1 and 3 airside. Terminal 2 is progressively being reopen this year. Terminal 4 is the only "isolated" one that requires a landside transfer and still closed.
