I believe most dedicated shaver outlets use a small isolation transformer of around 20VA or thereabouts. The average laptop consumes 70-90W so it won't cut it.

Since most electronic device power supplies (laptop, mobile phone) use switch mode technology that can operate over a wide range of voltages, why would you ever want to use the shaver outlet??
