Each Marriott brand has somewhat different breakfast terms.

At Westin if you chose breakfast as the welcome amenity, you should have received "breakfast in restaurant" for two guests. It doesn't sound like that paltry amount covered a reasonable breakfast. bonvOY T&C are intentionally vague as to what constitutes breakfast.
