No, the Sakura is not available to Diamonds, unless you book a room at Club. Its a Club, not a lounge, and upgrades are specifically not allowed in the T&Cs. Been discussed here several times. The Conrad DC website also highlights this.

You can buy one day access. I don't know how they calculate the hours.
