You can call Qantas on a geographic number as long as you either know it, or know of how to find it out. QF chooses to advertise an 0845 number rather than its geographic number, which is a the problem.
Calls to 0800 are free from UK mobiles -
https://www.gov.uk/call-charges - and should not be blocked.
Companies are legally required to provide a standard rate (i..e not a 0845) number for post sales service - but I guess customer can be tripped up if they provide both.
