It does seem like properties are setting some of their own rules here which are not consistent with the program:
-Yes you can book this suite as a standard suite on points, but no you can't book it as a TSU
-Yes this is a standard suite, but no you can't book it on these busy dates
Is there anyone in corporate that is responsive to this kind of thing - to help ensure the program remains the best in the business?
Either they're in the program or they're not. If each property sets up its own series of (unpredictable and opaque) rules, it devalues the TSU and its extremely frustrating for the end user. I've spent 90 mins on the phone with Hyatt about this now, which if they followed the program, would be totally unnecessary.
