Endangered Species - TATL J Awards to Europe?

I have enjoyed Alaska's partner flights to Europe in J for a number of years and save my miles for that purpose. Although award flights are usually available, it has become harder and harder to get the trans-atlantic segment in J especially from the U.S. west coast The itineraries are almost always mixed with the short leg in J and the trans-atlantic segment in coach or maybe a premium coach. I know the availability of award seats isn't under AK's control, but the diminution of J seats for an entire itinerary is a significant devaluation of the program - at least in my view. Is availability of award seats subject to negotiations amongst the One World carriers or is it up to each to determine what it wants to offer. If it is negotiable, I am curious if anyone knows whether improving the availability is much of a priority for AK?
