That conclusion is almost certainly incorrect. The language clearly states that Changes in taxes or fees implemented after booking will affect the total room price. There was a change in a fee, specifically the parking fee, which was implemented after booking. It went from Complimentary on-site parking to $10. Of course, I can't imagine any respectable hotel enforcing the fee under these conditions, but the hotel is on solid legal grounds should it choose to do so. The reason is that the fee is not park of the room rate. By contrast, if the room rate itself guaranteed complimentary parking, e.g. the verbiage said, includes free parking, that would be a different story.
