I recently ran in to this as well, and reported the issue.

What the OP is experiencing is that there is no "I accept these changes, and don't want to use my free change option". So every time you enter the change flow, it only allows for that free change, and the flights you are already on aren't an option to "rebook". There is currently no way to bypass the free change and indicate that you want to make a change regardless of fare, without calling.

In my case, it self resolved in a few days - likely when the free change waiver expired. But, again, know that I have reported the issue.
