GarantiBBVA ( one of the Turkish banks that offer a Miles&Smiles credit card ) also offers Miles&Smiles AMEX credit cards thus I don't think it's avoiding paying the higher fees from AMEX but a more likely software issue as TK phone agents are not allowed to accept card details via voice, thus they are using the automatic charging system where you dial your credit card number, expiration date and CVV.
