First off, the ability for a spouse to drive for free in the US has nothing to do with Fastbreak. It's an Avis/Budget policy and applied to all renters whether they are a Fastbreak member or not.
As for France, the same policy does not apply. Here are the

We said
standard because sometimes you can book packages that include things like insurance and/or additional drivers. That may be why you saw it on a previous rental.
