AS policy is front to back, left to right, and you'll encounter this most of the time, although it doesn't seem to be especially enforced.
I've also had random ordering like you've experienced, and some of the really good FAs will try and hit the top elites first if you haven't pre-ordered, but that's also quite rare. Your experience is not the norm, but not unheard of.
