Transfers from both Citi and Amex were not instant. It has been about 7 hours and the miles, although appearing in my account activity, are not usable.

This will probably be the last time I use this program, as it used to be instant in the past. Together with the low cash copay and frequent bonuses, it was overall quite versatile. But once transfers aren't instant, the risk is not worth it versus using Aeroplan.

Update: Points became usable 8-9 hours after transfer.
