United PQPs can be earned by flying UA, or Code Share with UA flight number (in which case the tickets would be issued with 016) or Star Alliance partner Airlines (like Air Canada, SIngapore Airlines etc, by requesting the flight be booked UNDER UNITED MILEAGE PLUS NUMBER... this last category would be a non 016 ticket earning PQPs.. in that case, it is ENTIRELY correct.
Flying UA whether on 016 or non 016 tickets, your PQP would be based on the fare method. Distance would be moot.
