The question relates to earning PQPs...
United PQPs can be earned by flying UA, or Code Share with UA flight number (in which case the tickets would be issued with 016) or Star Alliance partner Airlines (like Air Canada, SIngapore Airlines etc, by requesting the flight be booked UNDER UNITED MILEAGE PLUS NUMBER... this last category would be a non 016 ticket earning PQPs.. in that case, it is ENTIRELY correct.

This is not entirely true...
If one tickets on partner metal, and non 016 stock (say, premium Economy in SIA for instance, between SFO and SIN), The non 016 ticket would be subject to a CAP on PQPs. Depending on the fare (IF purchased on UA, between SFO and SIN), one
could actually earn more PQPs on United (based on the UA fare purchased through UA)
United PQPs are published on UA fares (use advance search when booking).... PQPs earned on UA by flying the partner airline (non 016 ticket) can be calculated with the algorithm mentioned below.
