I was in row 14, which also had an emergency door, and was considered EMS. Row 14 did recline. I find that I don't really use the recline on these new seats. It doesn't add much recline. I imagine the seats in 13 don't recline because of the emergency door in row 14, but I can't be 100% certain.
Were you on a daytime TATL flight where you did not recline? (I assume the 321LR are only used across the Atlantic). I hope row 13 works out specifically because of the bulkhead and what I think is sufficient legroom.
