There are still rules in place for the quarantine exemption - namely, a PCR test on arrival inside the country/at the airport when you arrive. You cannot go anywhere (except your house/accomodation) and you must stay there until you get your negative result. People say that it is just a few hours for the airport testing site. So, you cannot roam around freely with the current rules. No transit tour, get out and run around for a bit before your flight etc.
