Is that new ? It's a some time ago, but I certainly used the FCT on a separate Y ticket after arriving in F.
It’s been in place for more than a Year, FCT is not an arrival lounge like FCLA, therefore you wouldn’t be departing in F or on a single ticket connection, it’s just that they are enforcing the rules currently. FCT is purely for F or HON departing pax, however due to FCLB being closed they also offer access to inbound F connecting pax currently.
