On a NON 016 ticket (ticketed through a partner airline and NOT through United), the answer is "all of the below" (Fare class, distance, kind of partner and further subject to a CAP)..
Depending on whether that partner is a Preferred Partner or ordinary Partner, UA will credit:
a. find the % of miles accruable based on fare class... IF its 100%
b. take the distance flown and divide by 5 or 6, depending on whether the airline is a "Preferred" partner (like Air Canada) or regular partner (like SIA).
c. subject b above to a CAP ... for example, in F or Business, there is a cap of 1500/1000 on First/ Business or 750/500 (if on economy or premium economy) depending on whether the airline is a preferred partner or ordinary partner...
take the LOWER of b or c, above....
