Your question is not clear. Does your booking from BKK to FRA include a Stopover in Singapore or just Transit?

If Stopover then your luggage is checked to Singapore and you will be issued a boarding pass just to Singapore.

If Transit then your luggage is checked to Frankfurt and you will be issued two boarding passes - BKK to SIN & SIN to FRA.
