Here's how the process works: Book your fam into bulkhead seats that show the bassinet icon in the seat maps, consider a comfort fare since it includes preferred seats. Call in to add the infant and request the bassinet. Hopefully the flight attendants will approach you after takeoff and install it. Enjoy the flight.
Thanks for the reply - makes me happy I at least kept my cool and wasn't rude to any of the agents who said no. I do still find it strange the first two agents told me I didn't have to, with one even going as far as (trying to) assigning seats, but I guess chances are just as good they were wrong instead of the last three being wrong. Quite annoying that there's so much variability between agents, as always.

I did dig up a historic thread that seems to say the parent sitting with the baby is free... CAD$100 for seat to sit with wife in bassinet row - FlyerTalk Forums. Seems to be a surprise to most of the other posters in the thread, though, so perhaps not entirely accurate.



EDIT: Just an update - turns out seat selection (even if in a preferred seat) is indeed included for a mother travelling with infant on lap + requesting a bassinet. Call #6 proved fruitful, where the agent almost said, "duh, it's included".
