SQ was not banned for poor checking of documents, they were banned because of a silly rule imposed by HK that has clearly achieved nothing. HK should have focused on vaccinating people not banning flights...but I digress.
it does seem the more recent SQ ban as well as the one last April were partially in fact due to failing to check documents enough. HK seems unusually strict about the document check and the type of PCR test ued.
