I would think that staffing and equipment shortages lead Amtrak to think that it can fill the relatively few rooms it has with high fares.

I am just buying coach tickets for several trips and using BidUp to see if I can get a room for a reasonable fare (the standard price that Amtrak charges in the winter). If I can’t, I’ll just fly.
