OK, if not cancelled yet, I think the important point about the Frankfurt flights is that they are not cancelled across the board, but just changed to operate via Vienna. And changed from 77W to 787-9. So there is a good chance to still have an operating flight. Until Virgin or ANA shows it as cancelled, there is probably little you can do. You can call ANA to check what the changes are, but they will not be able to modify your ticket.

The onus of the regulations is on the operating carrier, which is ANA. They are a foreign carrier operating from their home country, with a ticket originating in that home country. Meaning there is no scope for CAA or EU, it is basically under Japanese rules.
