While trying to place an order for VGC's over the past couple days I keep getting this error message as soon as I click the "Submit Order" button: "We're sorry, but we are unable to complete your request at this time. Please try again."

I've tried multiple different payment methods but it makes no difference. Have I been flagged/blocked from placing orders?
