Respectfully, that theory is a load of poopoodoodookaka. I've flown what, 2.5+, maybe 3 million miles on many carriers for many years, probably two thirds of which were prior to baggage fees on most airlines, and nothing has changed.
The only thing that works is when a gate agent sends someone trying to embark prior to his/her appropriate class/row/zone back to the appropriate place, which is not boarding the plane.
