I currently live on Guam and will be relocating to New Mexico in July 2022. I am traveling with my family and 2 cats (the cats are another issue altogether). We are trying to determine if we can fly Korean Air (ICH) all the way to Albuquerque (ABQ). I have been given conflicting information regarding Cabotoge.

My question: Can I purchase a Korean Air ticket going Guam to Korea and then a separate ticket from Korea to Albuquerque without violating any laws?

OR should we fly Korean Air from Guam to Korea and then switch to Delta? Assuming they will allow our pets as carry-on (Delta only allows pets as cargo for military members).

Back-story: We are trying to get our 2 cats to the US as carry-on or checked baggage. It cost roughly $6000 to fly them on a private charter from Guam to the US. United only allows pets as cargo if you are military on orders, we are not military. We have very limited airlines out of Guam. Korean Air is the only airline out of Guam that we can fly our pets as checked baggage.
