Indeed… if keeping things consolidated is important for moving around easily before/after, then what I do (when I have one flight that lets me take 32kg per piece and another on the same trip but a different day that only allows 23kg per piece) is to pack a lightweight bag (think North Face duffle bag, for example) which weighs quite a bit less than a kilo inside my main bags.
Sometimes the airline will let the over 23kg bag(s) go without a fuss, but if they don’t I just shift things quickly and check all the under-23kg bags in separately. Mind you, where this happens most for me, is if I have one booking with 2x32 allowed and another with 3x23 allowed, so the amounts are roughly the same, but the distribution may need adjusting during the trip. The 2x32 itinerary may well not allow me to check in 3x23 either without a fee… such is the nature of modern “Premium” travel.
