That said I spoke to Budget who told me that “certain” Budget locations bill before rental begins and charge a security deposit at their discretion, citing that the BWI location is one such location. Finally I was able to contact a coworker who experienced the same behavior at BWI.
In any case reviewing the rental terms and conditions supplied when I booked the rental, none of this is stated point in fact.
That still seems odd. For pay-later rentals, in every other instance we've ever seen, the initial charge is an authorization hold as opposed to a charge. We'd be curious to see how the charges settle up at the end of the rental on your credit card statement in terms of how they handle the refund.
We assume they had your credit card on file because you booked using your Budget FastBreak member number?
