Yeah I've had the conformance requirement lifted twice (as a Silver) but I was told (basically) "they've lifted the requirement manually for you for 2 minutes so if you miss that then you'll be offloaded" - both times were after I'd been waiting for 1h + to drop my bag and after extensive phone calls. This was also pre COVID.
