Does anyone know if the PQP counter for $12,000 spend/500 PQP resets if I were to downgrade from the Quest to the Gateway?

I have both the Quest and Explorer, and I'm not sure if I need both anymore. I mostly just got the Quest for the big sign-up bonus when it was first offered. Now, I'd say I probably only want one United card for United purchases and to spend $12,000 for the extra PQP. I'd rather put the rest of my spend on my CSP. I'm unconvinced I'm getting a lot of unique value out of having both. Would I get a retention offer if I asked?
