There is a shortage and there are financial incentives to work over time, and sell back leave but I believe majority of staff arent taking up the offer. The incentives are actually decent but throwing money at time of need doesn't solve the issue. BA relied on a lot of goodwill pre pandemic. The goodwill just isn't there. That coupled with busy flights, lack of tools to do the job and generally (understandably ) frustrated customers mean that the financial incentive alone in time of need is not sufficient to motivate the workforce.
