There is just no way that Cartera is going to regularly give out miles on transactions where they don't get paid. Would you if you were them?
Try to get AA to credit you miles on a partner flight when the partner claims (correctly or not) that you already credited to someone else. Until the partner agrees to pay AA is got giving you your miles. Cartera is in exactly the same spot here. If they don't get paid you are not getting your miles.
I agree that it's annoying for the end user but I really think it is to be expected. Remember that Cartera is on your side here. They want to get paid as well!
