I doubt FA's or GA's are empowered to give comp for delay's and that is probably corporate driven on a case by case basis - I see FA comp being things like broken seat, broken IFE, no food, etc - essentially inflight services.
Agree I doubt FAs deal with delay comp, but are GAs not? I am quite sure I have had GAs direct everyone to the unitedcares compensation website in the past. It has been many years, though. Usually now they just wheel out the sunchips cart.
