I'm not sure Chase is going to take the (mini) haircut. My understanding is the bank puts the onus on the merchant to justify the charge. So I'd have thought UA will be the one to "eat" the cost of random-passenger eating a burger.

I agree, it's silly that this can happen with the current payment protocol. But dealing with it is simple: just submit a refund request with UA (
https://united.com/refunds), and if they deny or can't figure out what to do, dispute the charge with the credit card issuer.
