Surely it would be possible (and even easy) to set this up so that after having chosen your language you get the 'welcome to ICE' and 'welcome to Dubai 'adverts only in either Arabic or English (or any other language you may have selected and they want to add). And for all other content, show it only once and not again at the start of every other movie / episode.
The suggestion by eternaltransit of fast forwarding the first 3:50 seems a good one. I'll try it in 2 weeks' time!
