Yeah, no kidding. Also, in places like SF, many restaurants also pass off specific cost items like health mandate to consumers.
Build it into the price. Otherwise, it is misleading at best, false advertising at worst.

The "trick" that annoys me the most are where there is a mandatory tip (6 or more) yet still they put a "suggested tip", which also calculates 20% on top of the meal plus the tip. This was at a chain restaurant so they have the resources the fix the IT. Or, they could train staff to be proactive in explaining that tip was included.
