UA does not hold back J seats for sale later on? There are a couple reasons not all seats are shown occupied, the most common is the traveler has not yet selected a seat for a variety of reason.

What is the inventory? -- J0 (use UA Expert Mode, you need to add to your profile)

Provide a date and flight, someone with access can provide more information.
