Which A359 are you talking about? I think you may be referring to the A359 regional version where row 11 is not blocked as it is a different seat product (2018 Regional Biz seat) and bulkhead or not makes no difference here as no better space. However, on A359 Longhaul and A359 ULR (with the 2013 Biz Seat) row 11 is blocked for non-LPP/TPP/QPP prior to check in.

I checked my flights on A359 long-haul and while in Expertflyer I can see that row 11 is not yet assigned / taken, the seat selection on SQ site via Manage My Booking is blocked / looks like the seat is occupied, as I'm only KF Silver.

On my A359R and 787 flights (Japan, Bali, etc.) I can select row 11, but no benefit, rather too close to galley so went with row 14 rather (need two seats) as they are the next pair close together after row 11. YMMV.
