All the agencies in India have the same requirement. Not so much Indian bureaucracy as culture in Indian service companies which is to check boxes rather than try to solve a problem that is out of their normal procedure (like calling the consulate and see if there is a way). The email address to Singapore consulate doesn’t work to email and ask. So not sure whether this requirement is Indian service bureaucracy or Singapore.
If anyone is in a similar situation, here is a solution that worked if you have someone in India that trusts you and you have a few days time.
Add yourself as a joint account holder to an existing resident bank account, download a three month statement of the account online which will list both names and the local address and submit that. It will check the required box at the agency to let them submit to the consulate. Remove yourself from the joint account when you have the visa.
The other option is to have a local contact or agency in Singapore to file the application for you online. They must be eligible and have a SingPass account. Procedure seems much easier since you have cut out the Indian middleman. All soft copies since the visa is now an electronic document and passport is not needed to be sent for stamping.
