No, the point is that my can pay with both miles and cash, but to do so you must have enough miles to pay with only miles. Essentially, DL allows you to pay them for the privilege of keeping some of your miles. I guess this could be useful if you plan to book a second ticket soon and have enough miles for the first ticket but not for both. Doing it this way would be a cheaper way to buy the miles you need.
