Any fees would be listed in the Penalties section. Since there are no fees listed there, there are no fees for a refund. The Penalties section is also where airlines tell you if a fare is non-refundable. This is what it says about cancellations in the Penalties section of a non-refundable PS fare (I'm using formatting from EF since it is clearer). Note the difference from the above (where it simply says CANCELLATIONS PERMITTED with no mention of non-refundability).
