I depends on how they code. Citi used to be "the broadest definition of travel" (which combined what they now call hotels and select travel and other categories separately), and many tour agencies/groups counted in that, but one tour I arranged was coded as "computer services", because that's what the owner used to do as a side business, and it obviously didn't count as any kind of travel with that coding.

So the thing is that some business are incorrectly coded, because there's no requirement for them to code correctly, and they made code based on some co-owned business in a different category (because it's easier to code all co-owned businesses the same apparently), or they made code based on a previous business (because it was easier to keep the same coding when changing what you do than to change the coding).
